CONSULTING OVERVIEW

Joe Moralli is the Principal of 1413 Consulting.  He has nearly 23 years of experience working in the property/evidence function.  Joe has conducted consulting work with agencies throughout the State of California.  In addition, he has done auditing work for Napa Police Department and the California State University Police Department, Chico and inventory services for California State Parks, Lake Oroville Sector & Bidwell/Sacramento River State Parks. Joe has been instrumental in creating policies, manuals and improving the processes of the property/evidence function of the Chico Police Department.  His knowledge of the property/evidence function has lead California Peace Officer Standards and Training (P.O.S.T.) to classify him as a Subject Matter Expert.  He is currently teaching the P.O.S.T. Evidence and Property Management Course and assisting with courses for the International Association for Property and Evidence (I.A.P.E.).  Joe currently serves as the President of I.A.P.E.

Joe is known throughout the state for his expertise in the field of property and evidence.  He has taught classes on nearly every aspect of the property and evidence function for the California Association for Property and Evidence (C.A.P.E.) and has held various positions on their Executive Board.  For nearly four years, he held the position of Executive Board President of C.A.P.E.

Audit

- An evaluation of the systems in place to locate, track, and account for all items of property and evidence in the custody of the agency.  This includes a review of selected stored items and their corresponding detailed transactions, ensuring all seals are intact and items are protected from damage and deterioration, and ensuring all standards and policies are routinely followed.  This evaluation will result in a comprehensive report of all findings to the department head with suggested improvements and areas of concern.

Inventory

- The accounting of all property and evidence in the custody of the agency.  All items will be compared to the records of the property section to ensure the integrity of all storage locations.  Special emphasis will be placed on firearms, narcotics and currency/high value items.  It is suggested an inventory is conducted with any change of personnel within the property/evidence function or with a change in the department head.  This evaluation will result in a comprehensive report of all findings to the department head with suggested improvements and areas of concern

Training

- Providing assistance in all aspects of the property and evidence function.  This could include, but is not limited to: processes used for the intake, storage, and disposal of property/evidence, how to conduct case research, how to utilize electronic tracking systems, how to conduct an internal audit and how to conduct an internal inventory.

Consulting

- Providing an agency with a variety of services, to include: purging assistance, construction suggestions, process improvements, security improvements, employee assistance, policy and procedure assistance and manual assistance.
